Axiom 1 (Boundaries).

City k occupies a finite grid of streets numbered north-south and named eat-west. No street curves. Any appearance of curvature is an error of observation.

A resident is any entity that remains within City k for more than 18 years and can recite at least one rule.

Axiom 2 (Rules).

City k is governed by rules that are posted, enforced, amended, and archived. The number of rules increase annually.

The center is the intersection of First Street and Main Avenue. It contains a clock that displays correct time except when observed.
